WAXO Leadership

Guiding the Global Movement.

Inside the leadership structure of the World Anti-Xenophobia Organisation: how WAXO is governed, organised, and led.

In an increasingly interconnected world, the rise of xenophobia, prejudice, and nationalist exclusion poses one of the greatest threats to global peace and social cohesion. Combating it requires more than grassroots activism: it demands a coordinated, strategic, and globally representative response.

As an international NGO dedicated to dismantling systemic discrimination and fostering intercultural dialogue, WAXO's impact relies heavily on how it is governed. The answer to coordinating this fight across vastly different political and cultural landscapes lies in a carefully designed, multi-tiered leadership structure.

How WAXO Is Governed

The Democratic Heart

The General Assembly

The General Assembly forms the foundation of WAXO's leadership structure. Composed of representatives from all national chapters, partner NGOs, grassroots organisations, and individual advocates, the General Assembly meets annually to:

  • Vote on major policy directions.
  • Elect members to the Executive Board.
  • Review global campaigns and financial transparency reports.

The General Assembly ensures that WAXO remains truly grassroots-driven, giving a voice to smaller member organisations alongside prominent international human rights advocates.

Strategic Oversight

The Executive Board

While the General Assembly sets the broad vision, the Executive Board acts as the governing body responsible for strategic oversight and fiduciary duty. Elected by the General Assembly, the Board is deliberately diverse, representing a balance of geographic regions, legal backgrounds, sociological experts, and civil rights leaders. The Board meets quarterly to:

  • Monitor the implementation of WAXO's strategic plan.
  • Approve the annual global budget.
  • Provide governance and risk management.

Operational Execution

The Office of the Secretary-General

The Executive Board appoints the Secretary-General, who leads WAXO's day-to-day operations and serves as the organisation's primary spokesperson, bridging high-level policy and on-the-ground activism. Working alongside a dedicated Secretariat based at WAXO's global headquarters, the Secretary-General oversees several core operational departments:

  • Global Advocacy & Policy: engages with the United Nations, national governments, and international bodies to lobby for stronger anti-hate speech and anti-discrimination legislation.
  • Rapid Response & Legal Aid: deploys human rights observers and legal resources to assist victims of state-sponsored or systemic xenophobia.
  • Education & Public Awareness: designs global campaigns, school curricula, and media toolkits aimed at shifting public perception and fostering empathy.

Localisation in Action

Regional and National Chapters

Xenophobia manifests differently in every corner of the globe, from migrant crises in the Mediterranean to systemic prejudice in urban centres. Recognising that a "one-size-fits-all" approach does not work, WAXO uses a decentralised regional structure. Regional Directors oversee operations across major zones (e.g., Sub-Saharan Africa, Europe, the Americas, Asia-Pacific, and the Middle East). Beneath them, National Chapters adapt WAXO's global campaigns to local socio-political realities.

This ensures that while the mission remains unified, the tactics are culturally resonant and locally led.

Specialised Expertise

Advisory Councils

To stay ahead of emerging threats, such as algorithmic hate speech, digital xenophobia, and climate-induced migration, WAXO relies on specialised Advisory Councils. Composed of leading academics, sociologists, tech ethicists, and legal scholars, these councils provide the Executive Board with independent research and foresight, so that the organisation can pivot its strategies proactively rather than reactively.

A Unified Front for a Diverse World

The strength of WAXO lies in the balance between its global reach and local adaptability. By combining democratic representation in the General Assembly with the Secretariat's agile execution and the regional insight of its local chapters, WAXO maintains a leadership structure capable of meeting the complex challenges of the 21st century.

As xenophobic rhetoric continues to test the fabric of global societies, WAXO's leadership remains steadfast in its mission: to build a world where diversity is recognised not as a threat, but as humanity's greatest strength.
